HOUSING MANAGER  (Full Time Position)

Fisher River Cree Nation is presently seeking a highly qualified individual for the position as Housing Manager.  The Housing Manager will work closely with the Housing Committee and report to the Director of Operations.  Plan and develop new and existing properties of the Sponsors.  Oversee the operating maintenance and administration budget; revenues; proper maintenance of the books; variances; manage housing division employees and general administrative duties.

Key Activities:

  • Prepare annual operating budget for each project, including required or anticipated capital expenditures variances and submit said budget to the Housing Committee for review and recommendation of corrective action or approval,
  • Review budget variances and projects quarterly and make recommendations to the Housing Committee,
  • Manage construction projects from start to finish according to schedule, specifications and budget,
  • Plan and prepare construction schedules and monitor progress against established schedules.
  • Prepare contracts and negotiate revisions, changes with architects, consultants, clients, suppliers and sub-contractors,
  • Develop and implement quality control programs,
  • Represent the company on matters such as business services and contract negotiations.
  • Prepare progress reports and issue progress schedules to clients,
  • Negotiate various maintenance contracts with subcontractors,
  • Ensure all invoices are approved and matched with purchase orders as soon as they are received,
  • Submit to the Housing Committee for approval all expenses which exceed budget limitation established by the Housing Committee,
  • Direct the purchase of building materials, ensure best pricing and quality of material,
  • Hire and supervise the activities of staff and sub-contractors,
  • Provide mandatory training workshops for homeowners annually and a move in maintenance binder to all new home owners,
  • Must issue progress and annual reports on projects to funders on time,
  • Responsible for housing policy implementation and updates,
  • Monitor hydro invoices/agreements to ensure resident changes are issued on time,
  • Other duties assigned.

Requirements:

  • A post-secondary education focused in construction management, building construction, engineering or architecture is preferable.
  • Knowledge of construction costs, materials and procedures in the areas of heavy construction, masonry work, plumbing systems, or electrical work.
  • Experience in a management or supervisory role.
  • Experience working with computer programs (Windows, Word, and Excel)
  • Willing to learn new computer applications and programs.
  • Excellent written and organizational skills
  • Experience working independently and with minimal supervision
  • Effective interpersonal communication and listening skills
  • Demonstrate initiative, setting priorities and skills in time management
  • Must have a class 5 Driver’s License and a vehicle,
